NT 4.0 w/s user MS Office Pro insufficie

Certain users have been experiencing this phenom.
They log in and receive “Client does not hold a required privilege.”
When the desktop appears, clicking on MS Office products begets: ” Microsoft Office 2000 Professional” installer starts. Then error 1406.
Could not write value (BDEADF00…) to key
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\ShellExtensions\Approved. Verify that you have sufficient access to that key, or contact your support personnel.
