Numeric Lock turned off

I was wondering if someone could tell me how to make the the numeric lock key stay on “before” the security “Ctrl+Alt+Del” signon? I made sure it’s enabled in the bios, but when the system get to the signon on screen, its off. I seen the message here in the forum about changing the setting under regedit (in the registry), which I did. I do believe this setting is for after the user logs on, which is useless when the user needs the numeric keypad to log on. any suggestions?
