Odd font problem with acrobat reader

Recently a user came to me with the following problem:
A PDF file from an airline would open, but insisted that Verbana font wasn’t there.

Checking with the font control panel showed it there.
The font works fine in MS Word.

Opening the file on another computer works fine.

Opening the file on her computer as a different user is fine.

OS is win2k SP4, fairly tightly locked down.

Ideas?
