office 2000 downgrade_access 97 cant run

I completely uninstalled a pirated office 2000 program from one of my staff’s pc; and re-installed in place our company’s licensed office 97.
All the office programs work except access 97. It keeps saying “Microsoft Access can’t start because thereis no license for it on this machine.”
Our office 97 IS a licensed version.
