Office 2000 + Windows 2000 problem

Iv’e installed Windows 2000 and Office 2000 onto my PC. I installed Office 2000 while I was logged jon as Administrator. Ive now created a couple of ordinary users and they cannot access the Office 2000 programs. If I give these users admin rights they can access the programs. Any ideas why this is happening and how I can allow ordinary users to access the programs.
