Office 2007 default file format

During a roll-out of office 2007, I want to prevent upgraded users from placing (on our network) or sending each other files in the newer xml formats. Since my work location is a smaller unit of a large organization, I do not want to put a Group Policy in place, and also do not want to have to temporarily push out the compatability pack which I have read is somewhat unreliable anyway. Is there a registry entry that can be added to force file format saves to the 97-2003 versions? I saw one in a forum and tried it on a test computer, and it did nothing. I also need this to work for ALL logins to multi-user PCs in common areas, and setting the defaults does not carry over from one user to another (profile-dependent). Any help or ideas appreciated.
