office 97 toolbar disappears

We use NT ws4.0 and office 97. The office toolbar is in the startup group and shows up when PC is rebooted, however, after repeated log offs/ons, the toolbar disappears. Autohide is not set and it remains in the startup group so it is easy to get it back. Any idea why it disappears without manually closing it?
