Offline Address Book

2 Exchange server, connected only via a ISDN dial up.

users on server 1, have the full GAL available, but when working offline, they only get the local list, not the GAL

Have you configured the Offline Folder Settings to download the Offline address book?

yes, the client was getting the local version of the address list, not the GAL

I believe the off-line address book (OAB) creates an address book only for the site on which it lives so if you want to have access to the full GAL, you'll have to set up replication of the OAB public folder from one site to the other.

To do so, highlight Public Information Store, click on File-Properties to bring up the properties page, click the Instances tab and add the OAB from the other site (you'll have to do this on both servers).

Once they have had time to replicate, you should have all the information for both sites available off-line. But because you're on ISDN dialup, be very careful about replication intervals so you don't end up with "always-on" sessions.

it ended up being the remote site had been set to only generate the local address list as the GAL, once changed and re-generated all is ok
