OLE registry error -Custom Outlook form

I have a custom form in Outlook 2000 that works fine on Win 95/2000/Me. When I try to open the same form on an XP box gives me the error: "The form you selected can not be displayed. An error occured registering the form in the OLE registry." I onlyget this message when logged in as normal user. Using the admin account or using a login that has local administrator rights, works just fine. Any ideas on how to fix this without giving the users local administrator rights?

Try publishing the form to the Personal forms library as opposed to mailbox or folder.

Unfortunately, that won't work for this situation. We have forms used company-wide that need to be published to a public folder on the Exchange box.
