OMA to Web Phone not "pushing" email out.

Have a user with HTC Apache Phone (Verizon vx6700). He can synch fine and pull mail from the server ok, however, when he gets any new mail, the server can not send it to him real-time.

He gets an email in his SPAM box like this:

Microsoft has no real troubleshooting except to turn logging on and watch for event log entries. We get the 11324 event stating the message was processed, but we never get the 10310 stating the message was processed by the OMA Categorizer. No errors appear either.

Any ideas?
