Opening additional mailboxes

We are running Exchange Server 5.5 sp4. The owner of the company needs to open the users mailboxes in Outlook 2000. Although I’ve given him permissions on the private store, he cant open users mailboxes. We did this before, but we had to rebuild hisexchange server and I forgot how I did this.
