Oracle 8i Client on a Pentium 4 Machine

I cannot get setup to run on several new Pentium 4 Dells. I understand that there is a known bug with Oracle 8i and a Pentium 4 and also that there is a workaround for this problem. Can anyone point me in the right direction other than gong to the Oracle website. I refuse to pay their outrageous fee to get on the website.
