Oracle APEX – Like (ex HTMLDB) framework but Database independent

Hi,
I’ve used, in some projects, APEX, whith great advantage in developement time.

Now I’m searching for something like this (low learning curve and fast developement) that can be used with MySQL and Postgres.

Unfortunately my search is still without results..
Does someone knows a framework like this?
