Oracle database query & reporting tool

I’m looking for a software to replace Computer Associates/Sterling Software VISION:Explorer 8.1 that make queries (presented in a spreadsheet style) & simple reports on Oracle databases (through ODBC or not). If possible, I would like to make some copy+paste from one table to another (of course, with identical structures). It could be done either in the same session and connected in 2 different databases or with another copy of the application with both connected in different databases. Do you know anything like that that doesn’t cost more than 500$US per user?
