Oulook Contact email address format

In our Exchange 5.5 Server we have a Public Contacts folder that all users can access. Viewing this Contact list with Outlook 2000, some local users (in our domain) have their email address listed as their name ie "Sam Smith", while others are listed as their email address ie "sam@home.com". Why is this and how can I set it to display the full email address for all users?

Local Users use the USER NAMES as their email local email address. Your other users are listing addresses on remote servers. Note: not all local users may have been given access to internet email. You would need to update the local addressses to reference the server access needed by external users. NOTE; some Exchange configurations do not use the same email names locally as they do with Internet wide emails. So both a local email User Name and a Internet email address may be required for key users. Check with your system administrator for more details on your firms naming policies.

I may not have been clear: all the users are local, and some are listed as "Sam Smith" and some are listed as "JBlow@work.com". I can't seem to figure out why they are not all the same.
