Out of the office assistant issues

A user has set up the out of the office assistant with a basic message.
The response occurs as expected one time to each email received from users on the LAN.
It does not, however, respond to emails from outside our company. I cannot figure out why and I have spent the entire day researching this.

exchange 2000 by default does not send out of office messages outside of your organization. You must tell it to allow Out of office messages to the internet.

In exchange 5.5, you do it from the the internet mail connector, internet mail, advanced button

In Exchange 2000, go to system manager, global settings, internet message format, properties of default, advanced tab.
