Outgoing email stuck in outbox

We are running Exchange Server 5.5 on a Windows NT 4.0 server and are using Outlook 2000 on our client machines. The problem we are experiencing is that in the past we used internet email on a POP3 server. Now when we set up a new computer and don'tset up the internet email portion on the client, outside email (going outside the LAN)
gets stuck in the outbox and will finally give the administration error that it is undeliverable.
Internal email (inside the LAN) works fine. We have tried deleting the Exchange accounts and rebuilding them at the same time removing the client outlook profile and reestablishing it but it seems to take a VERY long time to work...If at all. There are times we have to do this process several times and sometimes we have to give up and setup the POP3 account in order to get ANY email for that client to make it outside the LAN. Any ideas on how to overcome this problem? We will soon be eliminating the POP3 server and going strictly to Exchange 5.5 and we need to be able to resolve this issue.

Did you install the Internet Mail Connector on the Exchange server? If that first, then re-apply SP4. If yes, check the delivery restrictions tab on the IMC and make sure you're allowing outgoing mail for that user. Also make sure the user in question is setup with an internet mail address on the Exchange server.

You definitely don't need to setup pop3 on the client to send internet mail...I have the exact same setup you do and I've been sending and receiving internet mail for years.
