Outlook 2000

Why is it that when you create a new email message and click on the “To” button to access your contacts, that some of the contacts don’t appear there, but yet they are in your contact list when you click on “contacts”? Aren’t they the same? Sorry if this sounds like a stupid question but I was wondering if anyone else has experienced that as well.
