Outlook 2000 journal

Does anyone know how to make Outlook 2000 open the contacts folder directly to a contact folder in the public folders rather than the one in the user’s mailbox? Here’s the precise situation:
User creates a new journal entry. He goes to the bottomand clicks on the contacts button. What pops up is his contacts folder. What we want to pop up by default is a contacts folder in the public folders. Is this possible? Thanks for any help.
