Outlook 2000 “Other User’s Folder” HELP

I have an inherited NT server running
exchange 5.5., 98 clients using Outlook 2000.
New user responcible for Nailpolishing, told the office that she could see the president’s email,
or anyone’s, by going to file->Open->other user’s
folders…There are NO delagates. I am not an exchange admin by training, just by twist of fate.
Please Let me know ASAP…
