Outlook 2000 Sending to multiple people

I have a user who would like to send an email to 100 people but make it look like each individual user is the only one receiving it?

Example: send a message to Jane Doe, John Smith, and Joe Blow.
When they look at the message the TO: field justhas their own name in it.

Jane Doe’s says TO: Jane Doe

John Smith’s says TO: John Smith

Joe Blow’s says TO: Joe Blow

and they do not see that it was sent to the others.
