Outlook 2000 shared folder

I have a ceo's mailfile that has a shared folder under his inbox called accounts. He has 2 assistants. Each has been given Owner access to the folder and are able to open his mail file from their own outlook 2000 client.

the situation is when assitant 1 creates a new memo and saves it in that accounts folder the assitant 2 can see it and open it. When assistant 2 makes a change to the same memo assistant 1 cans see the change. NOW say assistant 1 makes a second change to the same memo assistant 2 can NOT see the change, and if they then edit it again they get a message saying that it "this item could not be saved because it has been changed.

what could be the problem ? why after more then 1 change does the email get out of sync even though they are both looking at the same email on the same mailbox just from their own outlook client. I have verified that they are deff. not in the memo at the same time.
does it have to do with cache ?

please help...
