Outlook 2002 email signature

I have embedded a picture in my Outlook 2002 email signature. Whenever I create or send emails, the picture doesn’t appear on my email, or on the recipient’s email. When I go into tools/options to view the signature, I only see the outline of the picture, and not the picture itself.
