Outlook 2002 slow to load

Running Outlook 2002 (and Office 2000, no other XP apps) on Win2K SP3 on a Pentium Mobile (“Centrino”) 1.3GHz w/ 512MB RAM. Outlook 2002 patched to SP2.

User has a large mailbox (~1.6GB), but never more than 1.7G. He has two “archive folder” PSTs on his local drive, one is 1.2GB, the other is 756 MB. His user is in the administrators group on his machine.

Often, if he uses Outlook while not attached to the LAN, starting Outlook again after re-connecting to the LAN takes between 10 and 45 (!) minutes. Looking at the task manager, the Outlook.exe process is using up to 10% of CPU.
