Outlook 2003 Not displaying all messages

I have come across a problem where in Outlook 2003 not all the messages are displaying the body. I have done google searches and they indicate a possible problem with PGP encryption, but since that is an add in, and not one being used, I am thinking that it has something to do with the format. which is current set to HTML. any suggestions?
