outlook 2003 problems

Hi,
This has started to happen to a lot of machines at the company i work for each time a user clicks on an e-mail link on a website they get the following message “could not perform this operation because the default mail client is not properly installed”
all users run office 2003 sp3, windows xp, and IE 6 or 7.
after a few complaints i simply re-installed office when all else* failed now yesterday i installed windows xp on a brand new laptop and as i was testing the internet settings i got the message. has anyone out there experienced this I’ve done all the “Google fixes” but so far the only fix has been to re-install office.
is there a better option out there any advice would be greatly appriciated

* by all else i mean
> manually changing ie6/7 default programs settings
>changing the explorer mailto protocol settings
