Outlook 2003 read receipts not processing

I have a user that sends out read receipts with every email she sends. She just got a new computer and on this new machine the tracking tab, which is supposed to show up on sent emails showing who has read the email and when, is not appearing. I set the read receipts to process upon delivery and to be moved to a different folder upon processing. The read receipts never move to the designated folder so I am assuming that they are not processing corectly. If anyone had any advice on how to fix this problem that would be greatly appreciated.

Have you tested it?

Have her send you an email and click 'YES' on the receipt. A lot of people click 'NO', me included.

I tested with a couple different email accounts (one in house, one not) and made sure to click yes. The read receipts showed up in the inbox of the user in question, but did not move as they should after processing. The tracking tab also did not show up and that is the main problem in the whole situation.
