Outlook 2003 Security

I have several users who what to disable security in Outlook 2003. They want Active X to automatically download stuff without being prompted and asked if it is OK. Can someone please tell me how to do this?

I wouldn't advise allowing users the ability to automatically download Active X, but if your corporate security officer will allow it, then you use the Outlook Security template.

I am not comfortable with disabling either. What is happening is that the President is using an HTML page created in Front Page as his signiture. When he goes to write an e-mail, as soon as he clicks "New" it is giving him a warning message about Active X and it is annoying him. Is there a way to just specifically shut that off?
