Outlook 2003 Track Options

I have a user running Outlook 2003 and she is using Track Options to track Delivery Receipt and Read Receipt. Most users decline the option to send the receipt back to her. Is there a way to block the recipients from having a choice to send or not? She wants all receipts to come back to her. Is this only a Microsoft option? Will other email servers and email clients that are not Microsoft have the ability to send receipts back?
