Outlook 2x – security patch ext problem

I have a client that has OS NT4, outlook 2x and a fellow co-worker installed the new Outlook 2x security patch. Now this customer cannot open or forward .exe or .lnk. She receives an error that states that there is a potential virus or problem andwill not open or send the email. When you go into the tools/options and security tab, the button is gone to click on changing the security level. MS website has a registry hack to turn this off but this does not work for me. MS website also says that this is a known problem and will be addressed in the next patch. Does anyone have any ideas or has anyone run into this same problem?? This is causing real problems for my customer.
