Outlook 98: changing startup options

Using Outlook 98 on Windows 98 system. Can’t open the Options choice so to change startup options, like opening to Outlook Today. Any suggestions? System has been updated to include any and all known patches/service packs, including for Outlook 98. Appreciate suggestions.
