Outlook: Automatic Signature

Outlook: Automatic Signatures
Our CIO is interested in adding a signature in e-mail automatically based upon the type of message sent.
If a message external to the (user’s domain) organization comes in, Outlook would recognize the sender’s address, verify that the message sent is external and attach this signature:
Mickey Mouse
Chief Information Officer
Disney Health System
123 Main Avenue
Orlando, FL 99999
(999) 999. 9999

However, if an internal message comes to his INBOX, Outlook should recognize the address as a member of the same domain/organization as the user and send the following signature:

Mickey Mouse
Information Services
x 9999

Does anyone know of a rule that you can possibly set up to attain this objective?
To my knowledge, signature selection is a feature that must be done manually from toolbar. Does anyone have any suggestions as to how we can create a message based upon this request?
If not, does anyone have the number for Microsoft support so that I can get a confirmation from Microsoft that it does not work at all?

I don't have an answer to the rules question though I'd be curious of the answer.
But, one number for Microsoft Support is 425-635-7056. If you are looking for this number in the future, if you go to Help, About Microsoft Outlook, Tech Support, itwill open up help and the numbers are in there. Good Luck.
