Outlook buttons stop working

Using Outlook 2003 with POP and Exchange accounts. When I first start outlook everything works fine, until I switch to another program and do some work there. When I switch back to outlook, the buttons on the toolbar and the right-click menu stop responding. I can change the view, read, edit and even drag and drop items, but cannot use the buttons. This happens almost EVERY TIME I switch to outlook from another program. So I have to restart outlook many times each day, every time I wish to create or reply to a message, which is extremely frustrating.
I have waded through articles in the KB however all of them seem to describe a symptom which occurs when the user carries out a specific action within the program, rather than just leaving it for a bit. As a result I am a bit stuck. Has anyone else experienced this problem? And does anybody have any ideas to try to resolve it?
Detect and repair does not have any effect. I have checked office update and all available updates are applied.
