IE 5.5 always brings up the "Connect" window before starting. Good. Outlook Express 5.0 doesn't, somply goes to "inbox" and nothing.Clicking on Send/Receive does not bring up the window either.
The Tools/Options/General has "If my computer is not connected at this time" options GREYED OUT.
I have to click on the connection in Dial up networking to connect then click on Send/Receive in Outlook Express to receive emails.

Start OE, then go to "Tools" "Accounts" and highlight your account. Go to "Properties" then "Connection" and mark the box "Always Connect To This Account Using," then mark in the drop down box your service. Apply the changes, then back out and go to "Tools" "Options" "General" and mark the box either as "Do Not Connect." This will bring up the box asking for permission to connect. Hope this helps.
