outlook will only open in safe mode

We have one user that has been upgraded office 2003 pro. When opening outlook, during the migrating settings phase, outlook crashes and prompt to restart outlook. When it restarts, it prompts to start in safe mode. It starts in safe mode ok, but won’t start up normally. I did get it to run through it’s process and startup by adding the “/noextensions” switch. What do i need to do to to be able to open outlook without using this switch?
