Outlook won't send

Windows XP Pro computer attached to internet through belkin ADSL router. Office XP Professional.
After computer running OK for 3 months, messages began getting stuck in outbox. Receiving email still works fine. Outlook reports errors such as:
Task - Sending ' reported error (0x8004210B): The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).

Task Sending and Receiving' reported error (0x800CCC0B): 'Unknown Error 0x800CCC0B'
- or-
Task - Sending ' reported error (0x8004210B): The operation timed out waiting for a response from the sending (SMTP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP).
These errors are described by a kb article, but my SMTP server does not require SSL or SPA so this article is not relevant.
Outlook express however can send email no problem to the same server.
Panda Platinum (AV+firewall) disabled throughout.
Have tried the following : Deleting and re-creating outlook accounts; deleting and re-creating mail profile; complete uninstall and reinstall of office; uninstall of Panda; complete uninstall and installation of office 2003.
At my wits end I then reinstalled windows XP from scratch which fixed the problem.
Three weeks later, the issue appears again. I am now tearing my hair out! I cannot keep reinstalling windows every few weeks to keep the outlook working - there is 100GB of data on the machine that I need to back up each time!
When trying to use office update, the first screen of the wizard is displayed, and it is necessary to press 'next' about 100 times to get to the next screen. Updates can then be downloaded but the installation fails every time. Not sure whether this symptom is related..
Please help!!

Do you have any anti-spam software installed or caching programs. Check Add/Remove Programs and remove this 'extra' software that may be interfering with email. Your outbound mail server should point to your ISPs mail server and no where else...

There is no anti-spam software or anything which one would expect to have anything to do with e-mail. Outlook Express CAN send to the same server with the same settings. The SMTP server being used is the one provided by the ISP.

Try checking your router, is it set to keep-alive your connection, or are you 'always-on'? Before trying to send mail, make sure that you can connect to the internet. (that way you know your connection is active before sending)
If you still have problems, check Tools/Email Accounts, View or Change, Next, select your account you are using, make sure your smtp server address is correct, then click on More Settings/Outgoing server.
Check the 'My outgoing server requires authentication', etc.
Check the Connection tab for settings, and the
Advanced tab, and try increasing the server timeout. Try a ping using the Start/Run, type ping *smtp.yourservername.com*

None of this may help if you are having probs patching Outlook. Instead of trying to run OfficeUpdate by 'checking for updates', go to the page where you can browse for updates to your version of Outlook.

Are you using Windows firewall? ZoneAlarm? Anything set to block Outlook/ port 25?
Router not blocking? Check your router and firewall logs for ideas. I know you said OE works fine sending, just thinking with my fingers.

Okay. Am definitely connected to internet. I can ping the SMTP server. Have tried all combinations of the options (authentication etc) in the account dialog box. None have any effect.
Windows firewall not on. No other programs have been installed that may interfere with e-mail.
