Outlook98 and Rules

I have 2 problems, first when I apply some rules via the rules wizard, they simply do not work. I am trying to move msg’s from my inbox to another folder based on words in teh body of the email. ANy ideas?

Also, I have to “Outlook Today Personal Folders) in other words everything below these items is duplicate. Its not a big deal in that any transaction is recorded with in both, if I try for example to delete an email of a folder in one, they get deleted in both, so I can not remove the duplicate this way.
