Outlook98 not running under user profile

I've got several Win2Kpro workstations and am beating my head against a wall with this problem. My users can't open Outlook98 unless I make them part of the power users group on their local workstations. I don't want them to be able to install software, so this is a problem. We aren't connecting to an Exchange server, just using Outlook to do internet mail with an SMPT/POP3 server. Anyone have any ideas?

I have had success getting other programs to run under a "user account" by editing the security settings on the programs associated registry keys
"regedt32" Most progam keys can be found in HKEY_LOCAL_MACHINE , however Outlook may be found under HKEY_CLASSES_ROOT. Do a search.
give the everyone group full permission. Also check & change the security settings on any program files & folders *.ini etc.

Ok everyone, I appreciate the help, and feel like a knob for not looking at the OBVIOUS first. A little more pounding my head against the wall caused me to come up with the bright idea of checking permissions on the outlook.exe file. Surprise surprise, the standard user permissions weren't high enough. Problem resolved, I appreciate all the help.

Just a side note here, I'm connecting to a pop3/smtp server and the option to check email on that server does not appear under a normal user profile, although I can get outlook to open if I modift the security settings for outlook in HKLM.

Look at MS TechNet #Q236592 and Q235530. There are some permission issues that you are dealing with.

I agree it's a permissions issue, and I think I've narrowed the scope. Outlook can start once I modify the security in the registry keys, but the user cannot see any entry for the mail server (Thus nothing is being checked) if they log in with a user account. If they log in with a power users account then they can see the mail server setting. The setting from the control panel is there, it's just natively within outlook that the issue seems to crop up. This appears to be happening on all workstations.
