OWA with Win2K Server and Exchange 2000

Users can login to OWA, but they just get a screen that says, “loading”. If they click the “Folders” button, they get two messages that “An internal server error occurred.” This doesn’t happen when I add them to the Domain Admins group. I followed the procedure in MS KB Q234237 to make sure they can log on locally. It must be some kind of permission issue.
