Paging File Problems

ok my PC shut down fine, and when I turned it on I got the following error message.

Your system has no paging file, or the paging file is too small.

It then gives me instructions on how to fix it, but even when I increase the size of the paging file and registery, apply and restart, it does the same thing. How do I fix this? I have tryed everything (except formatting).
