You can use Norton Partition Magic 8.0.5 (DOS variant), Ranish Partition Manager, etc.

Partition Magic is one approach, but the first thing I do with a new drive is boot to DOS 7.0 and run FDISK. This allows me to seet my partition sizes and drive extentions. Then boot to the WINXP CD and format NTFS and install. Easiest way I know. Just about any version of DOS 6.2 or above should work fine.

What OS you will be using with this disk? If it will be used for Windows (for example, as Data disk), you may simply connect the disk to your existing computer with Windows, and partition/format it for Windows (you can choose to format it as NTFS or FAT). If you are going to use it with other OS (for example, with Linux), you may either format it under Linux, or under Windows as FAT partitions.

Good luck,

CCNP, CCDP, CCSP, Cisco Voice, MCSE W2K, Sun SCSA, Security+, etc.
