Performance monitor – Network Card

I am having problems with my network connection to the network. When I run Performance monitor on the server monitoring the network card. The output queue length is very high “4902603208” and it stays at the above mentioned value. Installed is IIS and SQL. I have tried reinstalling the network drivers and it still does the same. I have even installed a different network card and the problem is still there. The OS is Windows 2000 Advanced Server.
