Ping: "Request timed out"

Before I begin, I must say that I am far from a network specialist.

So this is my problem. I have been trying to consolidate all of the hardware that I use at work onto one machine (the desktop) instead of having them split between a desktop and a laptop. The laptop is not connected to the company LAN and the piece of hardware was connected to the laptop's only NIC and was working fine.

Since the desktop is connected to the companies LAN, I installed another NIC. When I connected the hardware to the PC via the ethernet cable the device showed that it was 'connected' under network connections. My hardware instructions told me to change the IP address of the network card to and subnet mask to, since the IP address of the hardware I installed is static at I ping the network card and get a good response, but I am unable to ping the new piece of hardware I installed. I have reinstalled software that came with the hardware multiple times and am not sure why I am unable to get a response.

My firewall is disabled. The only thing I can think might be causing these problems is that the duplex modes aren't matching. It is currently set at auto negotiation.
