playing dvd's

can't get a library dvd movie to play but had another one that played just fine. IS A DECODER
REALLY NECESSARY?

To play DVD video on a PC, you need either a hardware or software decoder.

You can find either WinDVD or Power DVD for under $10 (US) if you search enough on-line computer sellers.

Now, since 1 DVD did play, I wonder if one or the other was for a different region.

DVDs are produced with a region code built in.
Most DVD decoders (and home DVD players) will only play DVDs produced for sale in a single region.
