PLEASE HELP!! How to clear NT licenses

We have one PDC and one BDC and although we revoke the terminated employees to free up licenses they continue to reappear and cause problems for new users. Can anyone please walk me thru the steps to permenately delete old user accounts so they never appear again or hold up licenses much needed.
