pointer icon drifts to bottom of displayed page XP Office03 loads?

Does anyone have any experience on a pointer icon drifting issue while and end user is typing in Outlook 03 or Word 03?

I have tried replacing the mice, uninstalling \re-installing mouse drivers, downloading and installing all MS Updates for O\S and MS Office 2003.

This is occurring on both a new DELL Optiplex Tower with XP pro Sp2 and a new Toshiba Tablet PC with XP Pro Tablet PC.

I have tried Microsoft Technet and several other searches via Google regarding the issue.

Any tips on resolving this would be most beneficial
