POP3 Provider w/ Web Mail Recommendation

We are having issues with our current POP3 email provider, with their servers frequently being down and a huge delay in delivering emails. We want to switch to a more reliable email providers, and any recommendations would be appreciated.

We are looking at approx. 35 – 40 POP3 accounts, with a nice web mail interface.
