Power Saving Mode, OS won’t boot

I was attempting to add some more RAM to my cpu, I had 256 and was upgrading to 512 (total). After adding RAM and turning cpu back on I smelled something burning. So I immediately tried to turn cpu off, but the power button was unresponsive. I had to unplug it. I removed the RAM and attempted to turn back on and now monitor says power saving mode and I get nothing on the screen. Can anyone help?
