Prbm with attachment in Outlook Express

I am using OE ver 3.00.2800.1103 in a WIN2K system. Every PDF attachment that comes in has an error message as follows:
OE removed access to the folowing unsafe attachment: Then it lists the attachment.

When I go to forward it to anyone else I can then open it in the forwarded message without any problem.

Any ideas?
