Problems upgrading Windows 8.0 and Using Refresh

In the process of upgrading to Windows 10, I needed to upgrade from Windows 8.0 to 8.1. However, I could not get the 8.1 app from Windows store to run, stating that I must first install updates, which I had previously done. Not knowing what else to do, I decided to run a Refresh, when my problems started. When I run Refresh, it asks for my installation CD which I do insert. However, it stalls at the page asking which keyboard language I wish to use. Upon entering that, it takes me to the page asking if I wish to continue, change operating systems, use advanced troubleshooting, or to shut down. No matter which I try, I eventually come back to they same screen sequence. I have also tried booting from my installation CD with the same results. And I have checked my BIOS settings to make sure it is set so that booting from the CD is top priority. I do not know how to proceed from here. Please HELP!!
